Microsoft recently announced the launch of a new program called BizSpark to encourage startups to build on their stack. You get everything you need to build a web service free for three years.  Not surprisingly, many of the tools and software you get compete with open source alternatives, such as MySQL.  The program, run by VP of Strategic and Emerging Business Development Dan’l Lewin, is global and offers access to full-featured development tools and production licenses of server products with no upfront costs.
